Bot-generated comments swamp FCC, urging overturn of net neutrality

But unlike some astroturfing that allow commenters to submit the same blanket text from a third-party site, there doesn't appear to be a single source for this repeatedly-posted comment in this case.

FCC chairman Ajit Pai said earlier this year that Net Neutrality rules would be reviewed by the regulator, adding that the rules had impacted investment, innovation and job creation. The letter states that: "Voluntary guidelines do not provide the certainty needed to entrepreneurs, innovators, and anyone else with an idea that they can access potential viewers and customers, and still leaves the essential internet gatekeeper function in the hands of the few and powerful". Shortly afterward, the FCC's website crashed. With John Oliver crashing FCC servers (again) and Trump appointing those aforementioned lackeys, it's an issue that's heating up.

"Beginning on Sunday night at midnight, our analysis reveals that the FCC was subject to multiple distributed denial -of-service attacks (DDos)". Another person, April Williams, when asked for more information via email, told us: "I am upset about this, sorry, but I'm not answering any further questions".

Even more concerning, however, is that the names and addresses attached to those comments may not belong to whoever filed them.

The site attracted over 520,000 comments on its new net neutrality proceeding page, dwarfing the number of comments the page had received up to that point and briefly bringing the site down.

More than 700,000 of those comments were filed after John Oliver's show aired, despite the comment system experiencing downtime and slowness.

ZDNet followed up on Oliver's report and discovered a deeply suspicious trend of many Americans saying exactly the same thing in exactly the same way on the FCC's website.

The US agency regulating internet policy has said its website was attacked after a TV host urged viewers to pressure officials over plans to roll back "net neutrality" rules.

Republicans and groups like the NCTA are opposed to the net neutrality rules because they reclassified the broadband industry as telecommunications services, a designation that opens those companies up to tougher regulation from the FCC. A spokesperson told them that they did send emails to their supporters urging them to comment. "It shouldn't come as a surprise that the wording [of the email] is similar to the wording CFIF used in 2010 as our messaging on this general issue has been consistent for almost a decade". The FCC declined to comment on whether it was aware of the comments or whether it has dealt with similar issues in the past.

On Wednesday, reporters from ZDNet contacted numerous users who provided their phone numbers along with their comments.

"So sadly, it seems once more we the people must take the matter into our own hands", Oliver said.

On Tuesday, Senators Ron Wyden, an Oregon Democrat, and Sen.

"A denial-of-service attack against the FCC's website can prevent the public from being able to contribute to this process and have their voices heard", the letter reads.
