"It's important that more alternative legal pathways are established to avoid that people come to Europe, to Spain through these risky ways, to avoid people risking their lives at the sea", Otero said.

IOM spokesman Joel Millman said he believes that migrants taking the long route towards Italy via the Sahara and Libya - many of whom are from West Africa - are now choosing to take the "safer" coastal route through Morocco.

That is more than triple the number recorded at the same time past year, according to Joel Millman, a senior IOM spokesman, and already more than the total arrivals in 2016.

A Spanish guard can be seen breaking his lower leg while attempting to kick one of the charging migrants.

Spain may overtake Greece this year in numbers of migrants arriving clandestinely by sea, the International Organization for Migration (IOM) says. The IOM said 115 people have died along the route this year, compared with 87 last year.

"It's possible that Spain will outperform Greece this year", according to Millman. Overall numbers have fallen by nearly 60 per cent from the same period the previous year.

The video comes the same day smugglers forced more than 120 Somali and Ethiopian migrants into rough seas off Yemen, leaving 29 dead and 22 missing.

"People are talking about going to Spain".

Every year, thousands of sub-Saharan African migrants living illegally in Morocco try to scale the border fences surrounding Ceuta and Melilla, Spain's other North African enclave, in a bid to enter Europe.

Before waves of refugees and migrants started pouring into Europe via the Mediterranean two years ago, simple wooden boats arrived in Spain regularly starting in the early 1990s.

Inigo Vila, in charge of emergencies for the Red Cross in Spain, said the organisation had reinforced the number of people working on the coast in southern Andalusia and in Ceuta to help migrants when they make landfall.
