The bill criminalizes second trimester abortions by imposing steep fines or a five-year-maximum prison term for providers who terminate pregnancies after 20 weeks, leaving exceptions for instances of rape or threat to the life of the mother. "This is an issue that Trump voters support".

In a statement made Monday before the bill passed, the White House applauded the house of representatives. He also thanked his colleagues, noting that it was wonderful to see so many of them lining up to testify about the importance of the legislation on the House floor.

Lawmakers approved the measure nearly completely along party-lines, 237-189, with all but three Democrats opposing the bill and all but two Republicans supporting it. "America's children deserve the stronger protections that H.R. 36 would advance".

If H.R. 36 were presented to the President in its current form, his advisors would recommend that he sign the bill into law.

The American abortion lobby vehemently opposes the mild restrictions on abortion posed by the Pain-Capable Unborn Child Protection Act.

The House held an emotional debate over the bill prior to its passage.

Another common argument for the 20-week abortion ban is that fetuses can recoil when pricked by a needle used for amniocentesis as if trying to get away from the source.

Waiting until a life-threatening situation to perform an abortion is particularly troubling to some doctors, considering the United States has the highest rate of maternal deaths in the developed world - by a long shot. He called late-term abortions an "extreme and barbaric practice". The Democratic-controlled Senate didn't even consider one bill the House approved in 2013, and a House-passed measure in 2015 fell short in a GOP-run Senate.

The Senate still must schedule consideration of the bill, but that seemed unlikely.

Chuck Donovan, president of the Charlotte Lozier Institute, the research arm of the pro-life Susan B. Anthony List, said Democrats will probably block the bill once it reaches the Senate. Hopefully, our humanity will come through as this act is brought to a vote and the innate good that abides in each of us will win out, making late-term abortions a thing of the past.

March for Life, a group that organizes an annual rally marking the anniversary of the Supreme Court ruling legalizing abortion, stressed the need to protect unborn children from suffering. "The Pain-Capable Unborn Child Protection Act is a big step in the right direction toward respecting the dignity of all life, especially those babies who can not even defend themselves", Dr. Abraham said. "The agenda behind this bill is clear: To shame women and to ban safe, legal abortion", said Dana Singiser, vice-president for Government Relations and Public Policy for Planned Parenthood.
