In a major development ahead of the 3rd phase of Delhi's Odd-Even plan which is scheduled to implemented from November 13-17, the Delhi government has made a decision to allow free travel for commuters in all DTC and cluster buses from November 13-17. However, the tribunal has asked the state government to prove whether the scheme helped in reducing the pollution levels in the city when it was implemented in 2016.

The Green panel directed the counsel appearing for the Delhi government to be ready with all the requisite data and show before it the reason for implementing the latest odd-even scheme.

Earlier, the National Green Tribunal (NGT) gave its nod for the implementation of the Delhi government's odd-even vehicle rationing scheme for five days from November 13 to tackle high pollution level, with certain riders.

"In light of the the two conditions by NGT on 2 wheelers & women, at the moment we are calling it off".

Hours after the National Green Tribunal (NGT) gave a go-ahead to the odd-even scheme without any exemptions to two-wheelers, the Delhi government refused to implement it, saying they will approach the green court again on Monday. NGT asks Delhi government.

Ola in a statement said: "The current levels of pollution and resultant smog in the national capital are worrisome and it is imperative that we join hands with the government in their efforts to curb this situation".

The NGT on Friday had asked the Delhi government to submit before it the results of the earlier two phases of the odd-even. The Delhi cabinet went into a huddle and reached a consensus that given the load it would put on Delhi's transport system and pose a threat to women's security, it would not be feasible to go ahead , As Reported By TOI. The situation has not improved despite a slew of government measures - ordering a halt to construction, restricting auto use and raising parking charges fourfold. I appeal to Delhi residents to not panic.

It also directed states to ensure that there should be no crop burning.

"Further, this government feels that considering the large number of two-wheelers in Delhi, unless adequate number of buses are available, implementation of odd-even will cause great hardship to such persons".

The odd-even traffic plan is among the remedies that has to come into force in accordance with the Graded Response Action Plan (GRAP) to deal with air pollution.
