One of President Donald Trump's former aides texted an associate that U.S. sanctions against Russian Federation would be "ripped up", a lawmaker says.

Former national security adviser Michael Flynn told a business associate in January that one of the Trump administration's first priorities would be to "rip up" the sanctions imposed by the Obama administration in December, according to a whistleblower who described the incident to a Democratic congressman.

Representative Elijah Cummings, the senior Democrat on the House Oversight Committee, said a whistleblower had contacted his office with evidence that Flynn was pushing to remove sanctions on Russian Federation in order to spur the ambitious nuclear plan ahead.

The letter tells Gowdy it is hard to discern what happened because he would not subpoena Flynn, the White House, or Copson. On Inauguration Day, according to the whistle-blower, Mr. Flynn texted the former business associate to say that the project was "good to go".

Cummings said that the whistleblower's allegations raise concerns that Flynn improperly aided the nuclear project after joining the White House as one of Trump's top security officials.

On December 29, the day the Obama administration imposed new sanctions and expelled 35 Russian diplomats from the United States in retaliation for Moscow's election meddling, Flynn called Kislyak and asked that Russia not escalate the situation, according to court documents.

The episode indicates that Trump officials had planned to jettison sanctions that the Obama administration had imposed on Russian Federation.

Cummings said the Flynn whistleblower was "extremely hesitant to come forward - and still fears retaliation" but "feels duty bound as a citizen to make this disclosure".

Flynn also informed the associate that his business partners could move forward with their project, which aimed to construct a network of nuclear reactors across the Mideast with support from Russian and other worldwide interests, the whistleblower said.

Cummings did not name the whistleblower in the letter, but offered to have Gowdy speak with the person directly.

"Mike has been putting everything in place for us", Mr Copson allegedly told the whistleblower, Mr Cummings wrote. "I am going to celebrate today", and added, according to the whistleblower: "This is going to make a lot of very wealthy people".

"Although this individual was extremely hesitant to come forward - and still fears retaliation - the whistleblower has made a decision to do so now because this individual feels duty bound as a citizen to make this disclosure", he wrote. White House lawyer Ty Cobb said, "I respectfully decline to comment on anonymous information which impacts the Special Counsel investigation".

Flynn didn't reveal his relationship with ACU Strategic Partners until August after leaving it off previous government forms.
