CSK and Rajasthan Royals (RR), who will be returning to the league after serving two-year suspensions, will be allowed to retain players who played for their respective squads in the 2015 IPL season and those who were part of now defunct teams Gujarat Lions and Rising Pune Supergiant.

An IPL franchise is eligible to secure up to 5 players by virtue of a combination of player retention (pre player auction) and Right to Match (during the auction), BCCI secretary Amitabh Chaudhary said in a statement. However in the meeting it was discussed that teams could retain not more than than three Indian and two foreign players.

This decision has been taken during the IPL Governing Council's meeting with the Committee of Administrators (CoA), which was held in Delhi, today. Franchises will have to spend a minimum of 75% of the salary cap for each season, the GC clarified. If a franchise does not retain any player before the auction it can still retain only three using right-to-match cards.

In October this year, the IPL governing council floated a proposal, stating that CSK and RR can retain players who moved to Rising Pune Supergiant and Gujarat Lions for two years following a draft.

Mahendra Singh Dhoni is likely to return as a Chennai Super Kings player in the 2018 edition of the Indian Premier League.

The other restrictions on player retention are: a maximum of three capped Indian players can be retained, and only two overseas players and two uncapped Indian players can be retained. He was CSK's captain at the time of its suspension.

Meanwhile, the salary cap for teams for the 2018 edition is Rs. 80 crore.

Options are available. Teams could opt for two retentions and three Right to Match or three retentions and two Right to Match.

If a franchise opts to retain three players pre-auction, it will cost them a total of INR 15, 11 and 7 Crores (INR 33 Crores) respectively for the trio.

The minimum auction reserve price of uncapped players has also been raised with the upper limit increased to Rs 40 lakh from Rs 30 lakh. Rajasthan Royals wanted everyone to go back to the auction pool, the report said.
